Digicom wireless Internet access point in the bell tower of the Ste-Cécile-de-Masham church

Background

The Municipality received a proposal from Digicom to install a commercial-grade wireless Internet access point (WAP) in the bell tower of the Sainte-Cécile church. The access point is expected to serve more than 530 lots, 210 of which do not yet have wireless Internet access, and some of which do not even have DSL phone service.

The access point would be a boon for future development of this sector and would address the needs of businesses and institutions, especially since this sector is not eligible for provincial and federal subsidy programs.

Under the proposal, the Sainte-Cécile parish corporation would receive a monthly payment from Digicom for use of the bell tower, which would go toward its activities and operations.The Municipality would also receive a monthly sum per customer served for the duration of the bell tower’s use.

In light of the above and the objectives set out in the 2019–2023 Strategic Plan—specifically to develop our urban perimeters and Internet and cellular connectivity by mobilizing our partners—Council agreed to contribute $16,000 toward financing the Digicom project, or $30 per lot served. Under the Municipal Powers Act , the Municipality has the authority to provide financial assistance for such a project, especially since projections indicate the project could be self-financing within five to nine years. The funds will come from rebates of GST and QST collected following La Pêche’s participation in the Rapide-O-Web project under the provincial “Communautés rurales branchées” program in 2012.

Speeds

Digicom is deploying LTE-A in all their new installations. Speeds of 50 Mbps/10 Mbps are possible. If the desired speed is not available, you are given the option to buy the next fastest speed possible within their offerings.
