Highlights of the Council Meeting

Sale of properties for non-payment of taxes

Council agreed to send a statement of the properties to be included in the entire list of properties put up for sale for non-payment of property taxes by the MRC des Collines-de-l'Outaouais. The sale will be held at the Meredith Centre, located at 23 chemin Cecil, in Chelsea, on Thursday, December 1, 2022. Council also authorized the municipality to remove all properties that will have been paid for before December 1st.

New Municipal Access to Information and Privacy Committee

The municipality is responsible for the protection of the personal information in its posession. It is also responsible for the information when it is held by a third party. Under the new Bill 64 (Loi modernisant des dispositions législatives en matière de protection des renseignements personnels),which amended theLoi sur l'accès aux documents des organismes publics et sur la protection des renseignements personnels, the municipality must create a new permanent Committee to carry out its obligations. Council therefore resolved to create a Standing Committee on Access to Information and Privacy.The Committee's mandate, among others, will be to define and recommend guidelines as well as governance rules related to the protection of personal information and privacy.

Application for specific construction or occupancy projects - 6 chemin Guertin (lot 2 685 519 - First Draft Resolution)

Council authorized the application for a modification under theProjets particuliers de construction, de modification ou d'occupation d'un immeuble(PPCMOI) for the property located at 6 chemin Guertin on lot 2 685 519, to allow the use of a microdistillery, subject to the following conditions:

    • The appearance of the building shall be improved; and,
    • The applicant shall obtain all the required authorizations in accordance with the provincial laws and regulations in force.

The microdistillery project will consist of making spirits and liqueurs that will be available at the Société des alcools du Québec (SAQ) as well as a having a sales and a tasting room.

Sainte-Cécile-de-Masham institutional sector sewer project: continuation of the process

The orientations of the Municipality's strategic plan aim at densifying the urban cores and at present, expansion work is underway at the elementary schools in Sainte-Cécile-de-Masham. A feasibility study for the implementation of a sewer system in the institutional sector of Sainte-Cécile-de-Masham concluded that the project was feasible. Council mandated the administration to pursue the project and initiate the necessary tendering procedures for the realization of additional studies to validate the final concept of the project.

Contract amendment: Adjustment of costs for the collection of residual materials from industries, businesses and institutions

Council authorized an amendment to the waste collection contract with Location Martin-Lalonde Inc. to immediately implement measures to ensure a collection service for industries, businesses and institutions. This initiative aims to reduce landfill and requires the acquisition of additional materials, the purchase of additional bins, implement various awareness campaigns as well as incur additional transportation costs for the immediate integration of container collection to serve these groups.

The amounts awarded are $77,500.12 plus taxes (for 2022) and $46,298.78 plus taxes for an additional five months in 2023.
